Further to our blog post earlier today, we can confirm that the EU has designated 13 individuals and two entities with immediate effect, pursuant to Council Implementing Regulation (EU) No 477/2014.  As before, the EU has again targeted Russian politicians involved in the annexation of Crimea to Russia and leaders of the various separatist movements.  The new EU designated persons are as follows:

  • Vyacheslav Viktorovich Volodin (already designated by the US)

  • Vladimir Shamanov

  • Vladimir Nikolaevich Pligin
  • Petr Grigorievich Jarosh
  • Oleg Grigorievich Kozyura
  • Viacheslav Ponomariov
  • Igor Mykolaiovych Bezler
  • Igor  Kakidzyanov
  • Oleg Tsariov
  • Roman Lyagin
  • Aleksandr Malykhin
  • Natalia Vladimirovna Poklonskaya
  • Igor Sergeievich Shevchenko
The two entities, PJSC Chernomorneftegaz and Feodosia, are the first entities the EU has targeted and have been designated under today’s newly expanded criteria for designation (outlined in our blog post earlier today).  The entities are designated on the basis that their assets were appropriated contrary to Ukrainian law by the ‘Parliament of Crimea’ on behalf of the ‘Republic of Crimea’, which the EU continues to not recognise as legitimate.  The entities are stated to have been “effectively confiscated by the Crimean ‘authorities'”.  PJSC Chernomorneftegaz has already been designated by the US, on 11 May 2014.
