On 9 July 2014, the EU agreed to designate a further 11 individuals in connection with the Ukrainian crisis. Press reports suggest that the EU will target primarily Ukrainian separatists and a few Russian individuals. The rationale for their designation is reported to be due to their failure to comply with the demands made by the EU at the G7 summit in June when the European Council called for all parties to “genuinely commit to the implementation of the peace plan and to cement the cessation of military activities” and for Russia to “actively use its influence over the illegally armed groups and to stop the flow of weapons and militants across the border“.
While yet to be named, these individuals will be subject to asset freezes and travel bans, as part of the EU’s Ukrainian sovereignty and territorial integrity sanctions regime. The names of the individuals will be published tomorrow, 12 July, with the sanctions coming into effect simultaneously. These designations will bring the total number of persons designated by the EU in connection with the Ukrainian crisis to 94 (with 2 entities also subject to sanctions).
