On January 10, 2025, the Japanese government announced further sanctions against the Russian Federation under the Foreign Exchange and Foreign Trade Act, in line with measures taken by other major countries.
The additional measures imposed based on the Cabinet Understanding of “Asset freezes for individuals and entities of the Russian Federation and other measures as of January 10, 2025” are as follows:
Measures 1. and 2. will come into effect for individuals and entities of the Russian Federation (11 individuals and 29 entities) ; individuals and entities considered to be directly involved in the “annexation” of the Autonomous Republic of Crimea and the City of Sevastopol or the destabilization of Eastern Part of Ukraine, as well as individuals and entities of eastern and southern regions of Ukraine, which are considered to be directly involved in the purported “incorporation” by Russia (1 individual); and an entity of a country other than the Russian Federation and the Republic of Belarus (1 entity) designated as subject to asset freeze measures by the Ministry of Foreign Affairs Notice (promulgated on January 10, 2025).
I. Additional asset freezes
Payment restrictions
Payments to designated individuals/entities require a license from the Ministry of Finance.
Capital transactions restrictions
Capital transactions, including deposit contracts, trust contracts and loan agreements with designated individuals/entities, require a license from the Ministry of Finance.
(Note) The assets freezes measures etc. against the three entities of designated banks of the Russian Federation and one entity of designated banks of a country other than the Russian Federation and the Republic of Belarus will go into effective on February 9, 2025.
List of individuals/entities subject to asset freezes:
- Entities and individuals of the Russian Federation subject to asset freezes
- Entities of countries other than the Russian Federation and the Republic of Belarus subject to asset freezes
- Specific entities of countries other than the Russian Federation subject to export-related prohibitions
- Individuals to be de-listed from the individuals who are judged to be related with annexation of Crimea and Sevastopol into the Russian Federation or unstabilization of the East Ukraine and the persons related with East or South Ukraine transfer by the Russian Federation
- Individuals who are de-listed from the individuals of the Russian Federation who are subject to assets freezes etc.
II. Prohibition on exports to specific entities of the Russian Federation and countries other than the Russian Federation and the Republic of Belarus
Prohibition on exports to 22 specific entities of the Russian Federation; and 31 specific entities of countries other than the Russian Federation and the Republic of Belarus designated by the Ministry of Foreign Affairs Notice (promulgated on January 10, 2025) will be introduced.
- Export ban against the Russian and Belarus designated entities (promulgated in the MOFA notice on January 10, 2025 and went into effective on January 17, 2025)

- (One entity of UA, 18 entities of China, one entity of Kazakhstan, two entities of Kyrgyzstan, one entity of Thailand, eight entities of Turkey were newly added this time.）
- Items of export ban
- Cargos listed in the Annes 2-3 (export ban items against the Russian Federation) except for the luxury goods (item 3)
- Prohibited service transactions
- Service transactions providing technologies listed in the annex of the Foreign Exchange Order item 1 to 15 and the Annex 1 of the Service Transaction Notice (except for the service transactions provided in the Annex 2 of the Service Transaction Notice item 1, 3 and 4)

III. Export ban etc. on the items contributing the industrial base reinforcement in the Russian Federation
Japanese government introduced the measures of export ban on items contributing the industrial base reinforcement in the Russian Federation (promulgated by the Export Control Order on January 16, 2025)
This measure prohibits the export of 335 items of engine and pats of special vehicles, small motor bicycles, audio devices, machine tools etc.

日本政府、対ロシア制裁を強化
2025年1月10日、日本政府は、ウクライナをめぐる現在の国際情勢に鑑み、主要国が講ずることとした措置の内容を踏まえて、閣議了解「ロシア連邦関係者に対する資産凍結等の措置等について」（令和7年1月10日付）を行い、これに基づき、外国為替及び外国貿易法による下記の措置の実施を発表した。
- 資産凍結等の措置
外務省告示（1月10日公布）により資産凍結等の措置の対象者として指定されたロシア連邦の関係者（11個人・29団体）、並びにロシア連邦及びベラルーシ共和国以外の国の関係者（1個人）及び特定銀行（１団体）等に対し、1.及び2.の措置を実施する。
- 支払規制
外務省告示により指定された者に対する支払等を許可制とする。
- 資本取引規制
外務省告示により指定された者との間の資本取引（預金契約、信託契約及び金銭の貸付契約）等を許可制とする。
（注）資産凍結等の措置の対象となるロシア連邦の特定銀行として新たに指定された3団体並びにロシア連邦及びベラルーシ共和国以外の国・地域の特定銀行として新たに指定された1団体に対する資産凍結等の措置は令和7年2月9日から実施する。
