Further to our blog post yesterday, the EU has today designated a further 15 individuals in connection with the crisis in Ukraine, further to Council Implementing Regulation (EU) No 433/2014 (the “Regulation“). These individuals are now subject to asset freezes and travel ban.

The list focuses on Russian and Ukrainian military and political figures, including key persons involved in the integration of Crimea into Russia, those responsible for the activity of Russian intelligence in Eastern Ukraine and leaders of the separatist movements in the Donetsk and in Lugansk regions. Please refer the Annex to the Regulation for a list and details of the 15 individuals who have been designated. 

While the majority of these individuals have not yet been targeted by the US, three of the 15 individuals are already subject to US sanctions:

  • Dmitry Nikolayevich Kozak, Deputy Prime Minister; 

 

  • Igor Dmitrievich Sergun, Director of GRU (Russian Military Intelligence Agency); and 

 

  • Oleg Yevgenyvich Belavenstev, Representative of the President of the Russian Federation into the so called ‘Crimean Federal District’.

 

Unlike the US designations yesterday, the EU has not targeted entities or focussed on Russian business executives (including those close to Putin) in this round. Press reports suggest that, while the EU and US approaches are complimentary, EU and US officials are due to meet in Brussels on Wednesday to try to further unify their approach to resolving the crisis.
