On May 23, 2023, Japanese government announced an amendment of the export control regulations on the additional semiconductor related items, which will go into effect on July 23, 2023.

The overview of the amendment of the Products and Technologies Specifications Ministry Order (“Ministry Order”), to which specific products and technologies were added to the controlled items, is as follows:

From the international peace keeping and security point of view, items related with advanced semiconductor manufacturing devices were added so that they are subject to the export control regulations.

In addition, in order to have programs designed for a use of additional items to be subject to the export control, additional provisions were added to the Ministry Order.

The followings are the additional items to be subject to the export control:

2023年5月23日,日本政府は,半導体関連製品・技術について輸出規制を及ぼすために,半導体関連製品・技術について輸出規制の対象に追加する改正を行いました。当該改正は,2023年7月23日に発効します。

「輸出貿易管理令別表第一及び外国為替令別表の規定に基づき貨物又は技術を定める省令の一部を改正する省令」(以下「貨物等省令」といいます。)等の改正の概要は以下のとおりです。

国際的な平和及び安全の維持の観点から,高性能な半導体製造装置及びこれらを使用するために設計したプログラムを輸出管理の対象とするために,貨物省令に以下の品目が追加されました。
