On December 15, 2025, the US Department of the Treasury’s Office of Foreign Assets Control (“OFAC”) has issued Belarus General License 13 (“GL 13”), “Authorizing Transactions Involving Joint Stock Company Belarusian Potash Company, Agrorozkvit LLC, and Belaruskali OAO.”

GL 13 authorizes all transactions involving the following entities that are otherwise prohibited by the Belarus Sanctions Regulations (“BSR”):

  • Joint Stock Company Belarusian Potash Company;
  • Agrorozkvit LLC;
  • Belaruskali OAO; and
  • Any entity 50% or more owned, directly or indirectly, individually or in the aggregate, by one or more of the persons above.

GL 13 does not authorize the unblocking of any blocked property or any transactions involving any other blocked persons under the BSR other than the three entities specified above and their majority-owned subsidiaries. There is no expiration date to this general license.

These companies in Belarus are major producers of potash, a key component in fertilizers. They were added to the Specially Designated Nationals and Blocked Persons List (see prior blog post here) in December 2021 to limit the financial benefits of potash exports to the Lukashenka regime, which, according to the US government (see here), was linked to corruption and human rights abuses, among other issues.
