The Japanese government announced on February 2, 2024, that major countries agreed on obtaining a declaration form (cf. Note) at each voyage and requesting to obtain or to be provided details of affiliated cost related with the crude oil or petroleum products of the Russian Federation origin at the authority’s request, in order to reinforce the ceiling system for the crude oil or petroleum products of the Russian Federation origin. Based on this agreement, Japanese government reviewed the Administrative Notice etc, which has been applied since February 20.
- Note: Declaration form is a document in which a person doing transactions of crude oil or petroleum products is compliant with the ceiling price, that the person has declared the price of the crude oil or petroleum products is not exceeding the ceiling price and that the person keeps document confirming that the price of crude oil or petroleum products is not exceeding the ceiling price/

2024年2月2日, 日本政府は,以下の発表を行いました。
主要国は,ロシア連邦を原産地とする原油及び石油製品の上限価格制度のコンプライアンス強化のため, 原油又は石油製品に係る公開事の宣誓書（注）を入手すること,当局の求めに応じて原油等の取引に関連する不随費用の内訳を入手・提供することを求めることで合意しました。
当該合意を踏まえ,必要となる告示の見直しを行いました（2024年2月20日より適用）。
（注） 宣誓書
原油等の取引を行う者が上限価格制度を遵守していることを記載し、かつ、
当該原油等の価格が上限価格を超えていないと宣誓したこと又は当該原油等
の価格が上限価格を超えていないことを確認できる書面を有していることを記
載した書面。
