In retaliation for the latest round of US sanctions against Russian entities in connection with activities related to Ukraine, on 19 July 2014, the Russian Ministry of Foreign Affairs announced that it had placed 12 Americans on its sanctions list pursuant to Federal Law № 272-FZ.  The list of names contains an Admiral and a Federal Judge who were involved in ending the hunger strike by prisoners at Guantanamo Bay. The other ten are identified as military individuals, mostly retired, who were involved in the Abu Ghraib prison in Iraq, plus the Lt. General who was the Commander of US troops in Iraq in 2003-2004. The sanctions deny entry to the Russian Federation.
