Pursuant to the Export Control (Russia, Crimea and Sevastopol) Order 2014 (the “Order“), the UK has published legislation that provides for the implementation of Council Regulation (EU) No 833/2014 (the “Russia Sanctions Regulation“) and the trade and investment restrictions in response of the illegal annexation of Crimea and Sevastopol, as specified in Council Regulation (EU) No 692/2014 (as amended by Council Regulation (EU) No 825/2014) (the “Crimea and Sevastopol Regulation”).  The Order comes into force on 26 September 2014.

The Order sets out the offences in relation to prohibitions in the Russia Sanctions Regulation and the Crimea and Sevastopol Regulation and provides for the enforcement of these offences where they are committed by any person in the UK and, around the world, by any United Kingdom person (as defined).

The Order also designates Russia as an “embargoed destination” for the purposes of the UK’s stricter trade “trafficking and brokering” controls, as set out in the UK Export Control Order 2008.
