Effective as of 24 June 2024, Ukraine extended for a further 10-year period and amended the personal sanctions introduced earlier against Russian and Russia-related oligarchs and various companies.[1] In total, the Sanctions Decisions encompass 395 individuals and 367 legal entities.
The Sanctions Decisions target, among others, the following individuals:
- Ukrainian businesspeople — Dmytro Firtash, Pavlo Fuks, Vadym Novynskyi and Vadym Iermolaiev (citizen of Cyprus since 2019)
- Chair of Gazprom — Oleksiy Miller, and CEO of VTB Bank — Andrey Kostin
- Founders of Sevastopolsky Morskoy Bank, JSC — Annenkov Oleksandr and Annenkova Lidiia
- Russian oligarchs, such as Oleg Deripaska and others
- Russian collaborators and terrorist leaders — Igor Girkin, Igor Bezler, Pavlo Gubarev, Igor Plotnitskii, etc.
Further, the sanctions have been extended against a number of legal entities, in particular, the following:
- Various subsidiaries of Sberbank, VTB and Gazprom
- Airlines: Gazprom Avia, Yakutia Airlines, Yamal Airlines, Russian Helicopters, Red Wings, RusJet Airlines, RusLine Airlines, Transaero Airlines and Alrosa Airlines
- Scientific and production associations, research and educational institutions
- Logistics and transportation, construction, and manufacturing companies (including those allocated in Crimea)
- Energy companies, such as Uglerod Mining and Processing Plant, Second Generating Company of the Wholesale Electricity Market and Krymenergo, RT-Energy Efficiency Company
- Insurance companies: Yugoria Group of Insurance Companies, Russian Agency for Export Credit and Investment Insurance, Gazprom Insurance Ltd, etc.

Any party dealing with persons on the sanctions lists must carefully assess the exact scope of the sanctions imposed and the implications of dealing with such entities and individuals.
