Reform to EU Dual-Use Export Controls

After more than 10 years, the EU is introducing significant reforms to its dual-use export controls regime. The new rules will apply to exporters in the EU 27 Member States, as well as Northern Ireland (under the Brexit agreement). While not as wide-reaching as had been initially proposed, the rules will have a key impact on how companies look to trade in dual-use goods, software and technology. In particular, there is a greater focus on compliance expectations in terms of export control policies and procedures that exporters will need to focus on if they wish to take advantage of some of the more generous licensing regimes.
