On March 29, 2022, the Japanese government announced which items will be subject to the ban on exports of luxury goods to Russia.
The export ban applies to the following items (we have included the HS codes):
- alcoholic beverage: 22.03, 22.04(except for 2204.22 and 2204.30), 22.05, 22.06, 2207.10, 22.08 (limited to the products with value exceeding JPY 40,000);
- tobacco products: 24.02 (except for 2402.20) (limited to the products with value exceeding JPY 40,000) ;
- perfume, cosmetics: 33.03, 33.04 (except for 3304.30), 3307.90 (limited to the products with value exceeding JPY 40,000);
- leather goods: (42.02) (except for 4202.92), 4203.40 (limited to the products with value exceeding JPY 40,000);
- fur: 43.03 (limited to the products exceeding JPY 40,000);
- clothes, shoes: 58.05 (limited to the products exceeding JPY 40,000); 6110.30, 61.12, 6206,10, 6211.11-6211.20, 6213.90, 6214.10, 6215.10 (limited to the products with value exceeding JPY 100,000); 6401.92, 64.02 (except for 6402.20 and 6402.91), 6213.90, 6214.10, 6215,10 (limited to the products with value exceeding JPY 100,000);
- hats/ caps: 6506.99 (limited to products with value exceeding JPY 100,000);
- carpets: 57 (except for 5702.49)(limited to the products with value exceeding JPY 40,000);
- jewellery: 91, 71.06(except for 7106.10), 7108.13, 71.13, 71.14 (except for 7114.11), 7115,90, 71.16 (excluding the products major materials of which is gold, limited to the products with value exceeding JPY 40,000);
- pottery products: 69.11, 69.14 (limited to the products with value exceeding JPY 40,000);
- glassware：7013.22, 7013.33, 7013.41, 7013.91 (limited to the products with value exceeding JPY 40,000)
- apparatus for diving: 90.20 (limited to the products with value exceeding JPY 40,000);
- cars, motor bicycle: 87.03 (limited to the products with value exceeding JPY 6 million), 87.06 (limited to the products for passenger cars), 8707.10(limited to the products with value exceeding JPY 2 million), 87.11 (except for 8711.10)(limited to the products with value exceeding JPY 600,000) ;
- notebook personal computers: 8407.21, 8407.29, 8408.10, 8409.91 (limited to the parts used in the ship propulsion engine); (limited to the products with value exceeding JPY 1,300,000); 8471.30 (limited to the products with value exceeding JPY 40,000) ;
- watches with jewellery: 91.01, 9111,10, 9111.90 (limited to the package parts using Designated Metal (silver, gold, white gold, iridium, osmium, palladium, rhodium, and ruthenium) or metal covered with the Designated Metal), 9113.10 (limited to the products with value exceeding JPY 40,000);
- grand pianos: 9201.20 (limited to the products with value JPY 200,000);
- works of art, antiques: 97 (except for the products major of the materials is gold including gold coin) (limited to the products with value exceeding JPY 40,000);
- banknotes, gold coins, ingots of gold.
Exporters cannot export the aforementioned items without obtaining a permission from the Japanese government.
This export ban will go into effect on April 5, 2022.
