Baker McKenzie will be hosting a seminar on 8 October 2024 in Dubai as part of our EMEA Russia Sanctions Briefings. We will be joined for the seminar by representatives from our Global Sanctions Investigations Group, including from our US and London offices.

The seminars will focus on the multijurisdictional sanctions challenges facing financial institutions and other companies in the Gulf, in relation to the US, UK, EU and UAE sanctions regimes, particularly against Russia. We will address the current enforcement environment and what it means for the Gulf, as well as best practices for mitigating sanctions risk and responding to compliance failures.

As part of the discussion, our international and Middle East sanctions and investigations experts will discuss the following themes from a US, UK, EU and UAE perspective:

  • Update on current US, UK and EU sanctions as well as the UAE’s targeted financial sanctions regime
  • Extraterritorial jurisdiction
  • Key sanctions risks and compliance obligations for financial institutions and corporates in the Gulf
  • Enforcement trends and engagement with sanctions regulators on key issues

Terry Gilroy is a partner in the New York office of Baker McKenzie and a member of the Investigations Compliance and Ethics Practice Group. Prior to joining the Firm in 2018, Terry served as Americas Head of the Financial Crime Legal function at Barclays. Terry advises businesses and individuals on white collar and financial crime issues and has significant experience conducting investigations relating to compliance with the US Foreign Corrupt Practices Act (FCPA) and related bribery and corruption statutes, economic sanctions regulations as administered by the US Department of the Treasury's Office of Foreign Assets Control (OFAC), and the Bank Secrecy Act and related anti-money laundering (AML) regulations and statutes. Terry spent six years on active duty in the United States Army as a Field Artillery officer.

Anahita heads Baker McKenzie's International Trade Practice in Germany and is a member of our EMEA Steering Committee for Compliance & Investigations. Anahita is Global Lead Sustainability Partner for our Industrials, Manufacturing and Transportation Industry Group and a member of the ABA International Human Rights Steering Committee. Anahita focuses her practice on global investigations and white-collar crime proceedings before German authorities and courts. She has significant experience advising on internal compliance programs, accompanying internal and external investigations and self-disclosures, inter alia in cases of breaches of sanctions, export control, human rights, data protection and foreign investment review, closely collaborating with the competent authorities.

With over 18 years of experience in the Middle East, Laya regularly advises multinational clients from different industries on regulatory matters, commercial transactions, multijurisdictional distribution and agency arrangements and restructurings, commercial disputes settlements, competition law, trade compliance, export controls, trade sanctions and customs matters. She is the Middle East co-lead for the Baker McKenzie Consumer Goods and Retail and the Healthcare and Life Sciences Industry Groups.
