On May 10, 2024, Canada announced that four individuals were added to the Special Economic Measures (Hamas Terrorist Attacks) Regulations (the “Regulations”), created earlier this year in response to the attacks by Hamas in Israel beginning on October 7, 2023. The amended Regulations entered into force on May 9, 2024.

The newly-listed individuals are: Khaled Qaddoumi, associated with Hamas; and Ali Morshed Shirazi, Mostafa Mohammad Khani and Ali Ahmad Faizullahi, all members of the Islamic Revolutionary Guard Corps Al-Quds Force.

The Regulations impose a dealings prohibition against the individuals listed, effectively freezing any assets they hold in Canada. For more information about the Regulations and how they operate, read our blog post here.
