The Japanese government introduced further sanctions against Russia and Belarus on 7 June 2022. These include:

Designations of two Russian and one Belarussian bank

The Japanese government designated 2 additional Russian banks (Credit Bank of Moscow and Russian Agricultural Bank (Rosselkhozbank)) and one Belarussian (Belinvestbank (Belarusian Bank for Development and Reconstruction). These banks are subject to the following sanctions:

  • Restrictions on payments – A license is required to make a payment to the designated banks.      
  • Restrictions on capital transactions – A license is required on capital transactions, including deposits, trusts, and loan contracts, etc., with the designated person or entities.

*The asset freeze measures etc. against the newly designated banks, will go into effect on July 7, 2022.

Export ban on products which are strengthening Russia’s industrial base

Effective 17 June 2022, the Japanese government introduced an export ban on a variety of products that strengthen Russia’s industrial base.

Products that are subject to the aforementioned export ban, including related technologies, are as follows (with HS codes):

1. Wood and articles of wood

  • Sheets for veneering (including those obtained by slicing laminated wood), for plywood or for similar laminated wood and other wood, sawn lengthwise, sliced or peeled, whether or not planned, sanded, splices or end-joined, of a thickness not exceeding 6 min: Coniferous (4408.10)
  • (2) Casks, barrels, vats, tubs and other coopers’ products and parts thereof, of wood, including staves. (44.16)

2. Reservoirs, tanks, vats and similar containers for any material (other than compressed or liquefied gas), of iron or steel (73.09)

3. Interchangeable tools for hand tools or for machine-tools  (8207.60), Knives and cutting blades, for machines or for mechanical appliances.(82.08)

4. 6.  Rail locomotives; locomotive tenders, Railway or tramway maintenance or service vehicles, open wagon (8602.90, 86.04, 8606.92)

7. Vehicles other than railway or tramway rolling-stock, and parts and accessories thereof. (8704.10, 8704.22, 8704.32, 8705.90, 8709.90, 8716.20, 8716.39)

8. Optical, photographic, cinematographic, measuring, checking, precision; parts and accessories thereof (9015.40, 9015.80, 9015.90, 9029.10, 9031.20, 9032.81)

2022年6月7日,日本政府は,ロシア連邦及びベラルーシ共和国関係者に対する以下の追加制裁措置を発表しました。

新たに,以下の措置の対象となるロシア連邦の特定銀行2団体(モスクワ・クレジット・バンク,ロシア農業銀行)及びベラルーシ共和国の特定銀行(1団体)(ベルインヴェストバンク(ベラルーシ開発復興銀行))を追加指定しました。

(2) 資本取引(預金契約,信託契約及び金銭の貸付契約)等の許可制
